Sometimes the horseshit clings to the horse hair, what can you do ? Will you choose to cut off the hair because it may hurt when you comb it. That makes me confused.

Take a towel and dunk it in hot water. Hold it up like a compress to the poopy spot. Let it soften and carefully pick it apart until you can wash it out freely. No need to lose hair. You can wear gloves if you're a wuss.

Hose, shampoo & scrub brush. Baby wipes. Or they used to make this stuff called..."Dung Away" that worked GREAT for stains.

Most horse owners I know do not 'comb' their horses.
If it is springtime and the girth area is caked with dried manure and mud packed into the winter coat, I will take a clippers and remove it.
On other areas of the body, I will either use a curry brush to remove the clumps, or a stiff bristled brush.
The tail can be cleaned with shampoo and water, or just water.
